The wool pack is a symbol of the wool trade. It may also be borne as a sign of power.

In England, wool was a major source of national wealth, and those who engaged in the wool trade exercised considerable power. In England’s House of Lords, the judges sat on wool packs. The Lord Chancellor's seat is still called the Woolsack.
